Pinellas County Consortium and Urban County Draft 2025-2029 Five-Year Consolidated Plan and 2025-2026 Annual Action Plan

The Pinellas County Consortium has prepared a Five-Year (FY25-FY29) Consolidated Plan that identifies housing and community development needs, priorities, objectives, and strategies. In addition, a one-year Action Plan (FY25-26) has been prepared to address needs identified in the Five-Year Plan. The Five-Year Plan, including the Annual Action Plan are available for public comment April 7, 2025, through May 6, 2025. Pinellas County 2025 Analysis of Impediments to Fair Housing Choice

Pinellas County, in partnership with the cities of Clearwater, Largo, and St. Petersburg, has prepared an update to the Analysis of Impediments to Fair Housing Choice, assessing the County’s laws, ordinances, statutes and administrative policies as well as local conditions that affect the location, availability, and accessibility of housing. 2021-2022, 2022-2023, 2023-2024 SHIP Annual Report

Pinellas County’s SHIP Annual Reports for State Fiscal Years 2021-2022, 2022-2023, and 2023-2024 was submitted to and approved by Florida Housing Finance Corporation. 2024-2025 Annual Action Plan

Pinellas County’s 2024-2025 Annual Action Plan that identifies housing and community development needs, priorities, objectives, and strategies as well as the FY 2024-2025 proposed projects was approved by the Board of County Commissioners on July 30, 2024. The 2024-25 Action Plan has been submitted to and approved by the U.S. Department of Housing and Urban Development.

2024-2027 SHIP Local Housing Assistance Plan

The 2023-2024 Action Plan was submitted to and approved by the U.S. Department of Housing and Urban Development.

2022-2023 Consolidated Annual Performance and Evaluation Report (CAPER)

Pinellas County’s CAPER for the 2022-2023 Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs, including Community Development Block Grant Program – Coronavirus Response (CDBG-CV) and Emergency Solution Grant – Coronavirus Response funds (ESG-CV) was submitted to and approved by HUD.
